Abstract:

An investigation of 387 public employees in Yangtze River Delta demonstrates that high commitment work system (HCWS) is significantly and positively associated with public employees' voice behaviors. And the results indicates that public employees' public service motivation (PSM) partially mediates the relationships between HCWS and public employees' voice behaviors. Using the theory of public service motivation, this study provides a new theoretical perspective to open the "black box" between high commitment work system and employees' voice behaviors. At the same time, this study implies personnel and organizational management practice for more effective public employees' voice behaviors.

Key words: high commitment working system, voice behavior, public service motivation
