技术市场发展促进了产学研深度融合吗?

Does the Development of Technology Market Promote IUR Deep Innovation?

摘要: 发展技术市场正成为新时代支撑中国创新驱动发展和提高国际竞争力的核心手段。本文利用2004—2017年中国30个省份的面板数据,通过构建复合系统协同度模型测算产学研融合深度,实证考察了技术市场发展对产学研深度融合的影响。研究发现,技术市场发展能够显著促进产学研深度融合,其中在东部地区的作用最为显著;进一步的研究表明,地区的政府支持力度、信息基础设施水平、市场化进程能够显著强化技术市场发展对产学研深度融合的正向作用;同时这三个因素存在显著的“门槛”特征,也即当政府支持、信息基础设施、市场化进程处于不同门槛值区间时,技术市场发展对产学研深度融合的影响程度存在明显差异。本文的研究结果在一定程度上验证了科技体制深化改革的成效和重要性,对促进产学研深度融合,提升科技创新水平和科技成果转化效率有清晰的政策意义。

Abstract: The development of the technology market(DTM) is becoming the main method to support Chinese innovation-driven development and enhance international competitiveness in the new era. Based on the panel data of 30 provinces in China from 2004 to 2017, this paper examines the impact of DTM on the IUR deep innovation and its regional differences with an IUR synergy innovation complex system. The results show that DTM promotes IUR deep innovation significantly and plays a more prominent role in the eastern areas. Further research shows that the regional government support, the level of information infrastructure and marketization can effectively strengthen the positive effects. Moreover, we find that the factors show obvious threshold effect and the impact of DTM on IUR deep innovation is obvious different when they are in different threshold intervals. This paper not only proves the effectiveness and importance of deepening the reform of science and technology system, but also offers some clear policy implications on promoting IUR deep innovation, promoting the level of scientific and technological innovation and accelerating the efficiency of scientific and technological achievements.
