Research on the Safety Risk Management and Control Model for Enterprise Based on WSR Methodology——Case Analysis of “11·22” Sinopec Oil Pipeline Leakage and Explosion Accident

Abstract:

Scientific safety risk management mode has great significance to reduce the accident rate and accident loss for enterprise. Through the analysis of characteristics and advantages of the WSR system methodology, this paper proposes the risk management and control model. Based on the safety production management network, safety concept and cultural atmosphere, with the zero-risk management as the goal oriented, the model adopts PDCA cycle program to control the risk factors of the "Wuli-Shili-renli", finally to ensure the smooth safety production. Because of having the oriental characteristics, the WSR methodology will be conducive not only to the integration of the traditional culture and the practice in enterprise, but also to the deep identification and control of enterprise risk factors. Finally, the important role of enterprise management and control from the "Wuli-Shili-renli" point of view is demonstrated through the analysis of "11·22" Sinopec oil pipeline leakage and explosion accident.
