黄河流域资源型城市创新生态系统与资源配置协同演化的路径研究

The Innovation Ecosystem of Resource-based Cities in the Yellow River Basin: A Study of the Distribution of Resources

摘要: 黄河流域作为我国重要的生态与经济区域,其资源型城市在推动区域经济转型升级中扮演着关键角色。面对资源枯竭与环境压力的双重挑战,建设创新生态系统成为实现黄河流域资源型城市高质量发展的关键路径。本文通过模糊集定性比较分析,深入探讨了黄河流域资源型城市创新生态系统的复杂因果关系,研究发现黄河流域资源型城市创新生态系统的高质量发展受多因素协同作用影响,具体实现路径包括:"低优化-轻治理型",即产业优化、数字化程度与环境治理均处于较低水平的适配发展路径;"强管控-弱创新型",在高政府调控、产业优化与环境治理下,弥补技术创新与数字化不足的发展路径;"高调控-高治理型",通过高政府调控、产业优化与环境治理抵消人口过度聚集负向作用的创新驱动路径;以及"高发展-低生态型",在高技术创新、高政府调控与高数字化程度下,适当人口聚集与环境治理较弱的平衡发展路径。研究解析了创新生态系统建设中资源配置的协同机制,为黄河流域资源型城市的可持续发展提供了科学参考与实践启示。

Abstract: The Yellow River Basin, as an important ecological and economic region in China, plays a crucial role in promoting the transformation and upgrading of regional economy. Given the challenges from both resource depletion and environmental pressure, building an innovative ecosystem has become a key path for achieving high-quality development of resource-based cities in the Yellow River Basin. Through fuzzy set qualitative comparative analysis, this paper deeply explores the complex causal relationships of the innovative ecosystem in resource-based cities in the Yellow River Basin. The research finds that the high-quality development of the innovative ecosystem in resource-based cities in the Yellow River Basin is influenced by the synergy of multiple factors. The specific paths include:"low optimization - light governance type", that is, an adaptable development path where both industrial optimization, digitalization level, and environmental governance are at a relatively low level; "strong control - weak innovation type", a development path that compensates for the lack of technological innovation and digitalization under high government regulation, industrial optimization, and environmental governance; "high control - high governance type", an innovation-driven path that mitigates the negative effects of excessive population concentration through high government regulation, industrial optimization, and environmental governance; and "high development - low ecological type", a balanced development path with high technological innovation, high government regulation, and high digitalization level, but with relatively weak population aggregation and environmental governance. The study analyzes the collaborative mechanism of resource allocation in the construction of the innovative ecosystem, providing scientific references and practical inspirations for the sustainable development of resource-based cities in the Yellow River Basin.
