科技孵化产业发展对区域技术创新进步的影响研究——来自中国省级面板数据的实证检验

Research on the Influence of Technology Incubation Industry Development on the Progress of Regional Technological Innovation ——Empirical Test Based on Provincial Panel Data in China

摘要: 科技孵化产业发展成为鼓励地方探索科技创新的背景下地区创新体系建设中重要的着力点。从发展规模、能力和潜力三方面构建孵化产业发展评价指标体系,对区域孵化产业发展能力和差异进行测定。以2011—2018年全国各省份数据为样本,探究孵化产业发展对区域技术创新进步的影响、区域政策水平与区域创新开放水平的调节作用及区域创新活跃度的二级调节作用。研究结果表明:2014—2018年产业发展水平呈上升趋势,东部处于领先水平,西部平均增长率最高;产业发展加快区域技术创新进步;区域政策水平正向促进二者关系;区域创新活跃度越高,越能弱化区域创新开放水平对二者关系的负向影响。文章为探究孵化产业加快区域技术创新进步的路径,缩小东、中、西部产业发展差距提供决策支持。

Abstract: In the context of implementing innovation-driven development strategy, promoting the transformation of scientific and technological achievements, and encouraging local exploration of scientific and technological innovation, the development of technology incubation industry has become an important focus in the construction of national or regional innovation system. This paper constructs an evaluation index system for the development of technology incubation industry from three aspects: development scale, development capacity and development potential, and measures the regional development ability and difference according to the method of entropy-TOPSIS. Taking the incubation data of 30 provinces in China from 2011 to 2018 as samples, this paper explores the impact of the development of technology incubation industry on regional technological innovation progress, the regulatory role of regional policy level and regional innovation development level on the relationship between them, and the secondary regulatory role of regional innovation activity level. The results show that the development level of technology incubation industry shows an upward trend from 2014 to 2018. The level of development in eastern China is in the leading position, and the average growth rate in western China is the highest. The development of technology incubation industry has a significant positive impact on accelerating the progress of regional technological innovation; the level of regional policy can positively promote the relationship between them; the higher the activity of regional innovation, the weaker the negative impact of regional innovation openness on the relationship between them. This paper provides decision support for accelerating the development of technology incubation industry, exploring the path of accelerating regional innovation and progress, and narrowing the differences between the east, central and west regions.
