数字基础设施建设对企业环保投资的影响——基于“宽带中国”的准自然实验

The Impact of Digital Infrastructure Construction on Corporate Environmental Investment—Quasi-natural Experimental Based on the Broadband China Pilot Policy

摘要: 尽管现有研究表明数字基础设施建设对环境绩效具有积极赋能作用,但其与企业环保投资决策的关系尚不明晰。本文构建多期双重差分(DID)模型,实证检验数字基础设施建设对企业环保投资的影响。研究发现,数字基础设施建设显著降低了企业环保投资的总水平。进一步结构性分析表明,这种降本效应源于投资结构的优化,即企业通过增加前端预防投资替代了高昂的末端治理投资。这种环保投资的下降并未削弱企业环境合规性,反而减少了排污费支出且未引发更严厉的环境处罚。数字基础设施建设通过提升资源配置效率、促进绿色技术创新及提高地区绿色全要素能源效率,降低了企业对传统环保投资的依赖。异质性分析表明,上述效应在数字化转型程度低、融资约束高、技术密集、大型及环境规制强的企业中更明显。综上,本文为优化数字基础设施建设投资布局、构建技术嵌入型环境治理体系提供了重要的政策参考。

Abstract: Although existing studies suggest that digital infrastructure construction positively enables environmental performance, its relationship with corporate environmental investment decisions remains unclear. The paper employs a multi-period Difference-in-Differences (DID) model to empirically investigate the impact of digital infrastructure construction on corporate environmental protection investment. The study finds that digital infrastructure construction significantly reduces the level of corporate environmental investment. Further structural analysis reveals that this cost-reducting effect stems from the optimization of the investment structure, specifically where enterprises substitute costly end-of-pipe treatment investments with increased front-end preventive investments. The decline in environmental investment does not weaken corporate environmental compliance, but instead reduces pollution discharge fees and does not trigger more stringent environmental penalties. Digital infrastructure construction reduces firms’ reliance on traditional environmental investments by improving resource allocation efficiency, promoting green technology innovation, and enhancing regional green total-factor energy efficiency. Heterogeneity analysis shows that the aforementioned effects are more pronounced in enterprises with lower levels of digital transformation, higher financing constraints, greater technological intensity, larger scale, or more stringent environmental regulations. In conclusion, this paper offers important policy insights for optimizing digital infrastructure investment layouts and building a technology-embedded environmental governance system.
