环境数据要素高质量共享与制造业数字化绿色化协同创新

High Quality Sharing of Environmental Data Elements and Digital-Green Collaborative Innovation in Manufacturing

摘要: 在推进制造业高端化、智能化与绿色化目标下,从共享规模、时效与方式等多维度刻画环境数据要素共享质量,利用双重差分、机器学习等多种方法检验其对制造业数字化绿色化协同创新的影响效应,得出:制造业数字化绿色化协同创新及其“飞轮效应”对环境数据要素共享、共享方式优化、共享规模扩大以及共享时效增强均具有积极响应;增强创新主体的异质资源整合、跨界知识吸收与双重风险防控能力是其中的内在传导机制;环境数据要素大规模、可视化共享的数字化绿色化协同创新效应依赖于数字化转型与人力资本培育,而在高环境评价标准下,推进制造业数字化绿色化协同创新更应挖掘环境数据要素共享的时效价值。进一步讨论证明,在协同推进降碳、减污、扩绿、增长方面,环境数据要素共享均表现良好,且能激发绿色信贷、绿色工厂认证与智能制造等政策的制造业数字化绿色化协同创新作用。以上结论回应了党中央关于完善环境监管体系建设、推进经济社会全面绿色转型的相关指示。

Abstract: Under the goal of promoting the high-end, intelligent and green manufacturing industry, the sharing quality of environmental data elements is described from the dimensions of sharing scale, timeliness and methods. The impact of such sharing on the collaborative innovation of digital green manufacturing industry is tested by using multiple methods such as Difference-in-Differences and machine learning. It is concluded that the collaborative innovation of digital green manufacturing industry and its “flywheel effect” have a positive response to the sharing of environmental data elements, the optimization of sharing methods, the expansion of sharing scale and the enhancement of sharing timeliness; enhancing the integration of heterogeneous resources, cross-border knowledge absorption and dual risk prevention and control ability of innovation subjects are the internal transmission mechanism; the collaborative innovation effect of large-scale and visual sharing of environmental data elements depends on digital transformation and human capital cultivation. Under the high environmental evaluation standard, promoting the collaborative innovation of digital and green manufacturing should tap the time value of environmental data elements sharing; further discussion proves that the sharing of environmental data elements performs well in the collaborative promotion of carbon reduction, pollution reduction, green expansion and growth, and can stimulate the collaborative innovation effect of green credit, green factory certification and intelligent manufacturing. The above conclusions respond to the relevant instructions of the CPC Central Committee on improving the construction of environmental supervision system and promoting the comprehensive green transformation of economy and society.
