Abstract: The conflicts of economic functional districts and administrative districts are troubling China’s high-quality development. Scholars have conducted many qualitative and theoretical studies in this regard, but few of them are from the quantitative perspective. Starting from the unique allocation function of administrative division system in China, this paper analyzes the spatial and management relationships between functional districts and administrative districts, then raises several hypotheses and tests them by panel data of 52 National Level Science and Technology Industrial Parks (NLSTIP) between 2008 and 2017. The results reveal that unified management institutions could promote the performance of firms in NLSTIP. However, no consistent onclusion can be drawn from the practise of setting a functional district across several administrative districts. In addition, the influence of property, innovation and government on the efficiency of firms has spatial heterogeneity.
