Abstract: The problem of recidivism is always a complex and noticeable issue. Adequate risk assessment and correctional measures is considered to be an effective way to solve the problem of recidivism. This thesis first proposed to use the “Wuli-Shili-Renli (WSR) Methodology” to evaluate offenders' risk of re-offending. In this paper, prisoners are regarded as the object, and the re-offending risk control is regarded as a complex problem. By means of choosing and classifying the re-offending factors, this paper tries to build the framework for Wuli, Shili and Renli in the process of assessing the re-offending risks and rehabilitative needs.
