Abstract:

In this paper, the research progress on S&T resource allocation is quantitatively analyzed and graphically displayed, where relevant literature is analysis object, bibliometric analysis is used as supporting method, a "Scale-Structure-Quality-Profile" multi-dimension analysis framework is constructed to provide a necessary guidance, and CiteSpace V is used as a visual tool. Furthermore, phased features of studies on S&T resource allocation and policy influence are discussed with the process of S&T system reform. The main conclusions are as follows:firstly, in terms of overall progress, scale development has a bright prospect, structural diversification is obvious, space exists for quality to improve and research direction is becoming increasingly clear. Secondly, the phased features of relevant studies are distinctive. S&T system reform plays a different role in the studies of various phases to achieve the change from "reform leading research" to "research supporting reform" to "reform and research complementing each other".
