减税与财政韧性:“税债替代”的双重效应分析

Tax Reduction and Fiscal Resilience: A Dual-effect Analysis of “Tax-Debt Substitution”

摘要: 在经济增速放缓与积极财政政策持续发力的背景下,如何协调减税政策的经济刺激效应与地方财政稳健运行之间的动态平衡成为核心议题。本文系统考察了减税政策的短期财政风险与长期财政韧性之间的关联,解释了地方债务规模在其中的传导作用。文章运用2017—2021年中国111个地级市的面板数据,通过构建财政韧性综合评价体系,实证检验了减税政策对地方财政韧性的影响路径。结果表明,减税政策引发的“税债替代”现象促使地方政府债务规模扩张,债务扩张通过挤出效应与乘数效应对地区经济和财政韧性产生双重影响,在融资环节对私人投资形成挤出,在支出环节通过公共投资形成乘数,最终净效应为正,总体上提升了财政韧性。此外,挤出效应呈现结构性差异:地方政府债务显著抑制了民营企业的新增负债,而对非民营企业影响不显著。最终研究表明,减税政策通过“减税—债务调节—经济提质—财政收入可持续”的传导机制,显著提升了地方财政韧性水平。本文为进一步完善减税政策体系、防范地方政府债务风险、强化财政韧性治理提供了政策参考。

Abstract: Against the backdrop of slowing economic growth and the continuous implementation of proactive fiscal policies, balancing the economic stimulus effects of tax reduction policies with the stable operation of local finances has become a core issue. This paper systematically examines the relationship between the short-term fiscal risks and long-term fiscal resilience associated with tax reduction policies, and explains the transmission role of local government debt scale in this process. Using panel data from 111 prefecture-level cities in China from 2017 to 2021, the study constructs a comprehensive evaluation system for fiscal resilience and empirically tests the pathways through which tax reduction policies affect local fiscal resilience. The results show that the “tax-debt substitution” phenomenon triggered by tax reduction policies leads to an expansion of local government debt. This debt expansion exerts a dual impact on regional economies and fiscal resilience through crowding-out and multiplier effects: it crowds out private investment in the financing stage, while generating a multiplier effect through public investment in the expenditure stage. The net effect is positive, ultimately enhancing fiscal resilience. Additionally, the crowding-out effect exhibits structural differences: local government debt significantly suppresses new borrowing by private enterprises, while its impact on non-private enterprises is not significant. The study concludes that tax reduction policies significantly enhance local fiscal resilience through the transmission mechanism of “tax reduction—debt adjustment—economic quality improvement—sustainable fiscal revenue.” This paper provides policy insights for further improving the tax reduction policy system, mitigating local government debt risks, and strengthening fiscal resilience governance.
