从“准入”到“扩张”:限制性市场中科技型民营企业的合法性跨越研究

From “Access” to “Expansion”: A Multiple-case Study on the Legality of Technology-based Private Enterprises in Restricted Markets

摘要: 党的十八大以来,作为国家战略的军民融合受到了高度关注和广泛实践,民参军迅速发展,虽有一些民营企业已成功进入军工市场,但绝大多数企业仍受制于体制、机制等问题从而被阻挡于军工市场的门外,学术界对于“民营企业如何获取军工市场合法性”等问题仍知之甚少。本文以合法性理论为基础,从民营企业进入限制性市场路径演化的角度入手,采用横向比较与纵向分析相结合的多案例方法探究了以上问题。研究发现:民营企业在进入军工市场时,经历了从“准入”到“扩张”的多个阶段,需要获取规范合法性、规制合法性与认知合法性;企业基于自身资源禀赋、战略目标以及合作网络的考虑,采用不同的策略方式从而获取合法性。研究结论对民营企业参军实践以及相关研究具有一定的借鉴价值。

Abstract: Since the 18th National Congress of the Communist Party of China, the integration of civil industry and military industry has been highly concerned and widely practiced. With the rapid development of civilian participation in the military industry, some private enterprises have successfully entered the military industry market, but most of them are still restricted by the system and mechanism and are isolated from the military industry market. In addition, the academic community still knows little about how private enterprises could obtain their legitimacy in the military industry market. Based on the legitimacy theory, this paper analyzes the above issue from the perspective of the path evolution of private enterprises entering the military industry market, using the combination of horizontal comparison and vertical analysis. The research finds that: when entering the military industry market, private enterprises have gone through multiple stages from “access” to “expansion”, and need to obtain triple legitimacy: normative legitimacy, regulatory legitimacy and cognitive legitimacy; based on their own resource endowment, strategic objectives and cooperation network, enterprises adopt different ways to obtain legitimacy. The research conclusion is helpful to private enterprises’ practice and the relevant researches.
