适航标准创新的二元性机制研究:以AC313直升机为例

Research on the Ambidexterity Mechanism of Airworthiness Standards Innovation:A Case Study of the AC313 Helicopter

摘要: 适航标准由鲜血和生命铸就,贯穿民机研制全过程,是保障民机飞行的安全底线。适航标准对安全性具有极其苛刻的要求,其最低安全性指标为10-9,任何标准条款的失误都可能导致机毁人亡的灾难性后果。更为特殊的是,空中区域作为全球统一市场,不存在区域性保护机制或渐进式准入机制,后发国家航空产品必须在起步阶段就达到与先发国家相同的极致安全标准。这种极端的安全约束与产业竞争格局,使得后发国家在适航标准创新过程中面临着既要适应既有国际标准以获得市场认可,又要突破现有标准框架以满足本土特殊需求的“两难困境”。因此,后发国家如何破解“两难困境”,实现适航标准创新,成为管理学术界迫切需要研究的复杂问题。本研究选取全球首个实现高原-平原全域适航,并获得国内外双重适航认证的AC313直升机为典型案例,采用纵向案例研究方法,探究后发国家适航标准创新的内在机制。研究发现:①针对适航标准的壁垒性特征,后发国家需要在常规场景驱动下构建适应性创新路径。适应性创新是通过“解构标准原理—跨平台资源整合—符合性验证”实现对既有标准的能动内化,为原创突破奠定理论基础和实践经验。②针对适航标准的科学性要求,后发国家需要在特殊场景驱动下开拓突破性创新路径。突破性创新是通过“正向设计—产学研资源整合—可行性验证”实现原创标准的科学构建,为适应发展提供技术支撑和场景拓展。③提炼了适应性创新与突破性创新的相互依赖、动态转化的二元性机制:适应为突破提供科学基础,突破为适应拓展能力边界;两者在“既要又要”的复杂情境下有机统一,共同推动后发国家标准创新的实现。本研究将为后发国家在高技术标准领域实现创新突破提供重要的理论指导和实践借鉴。

Abstract: Airworthiness standards, forged through blood and lives, govern the entire civil aircraft development process and define the safety baseline for civil aviation. Airworthiness standards impose extremely stringent safety requirements on technical standards, with a minimum safety threshold of 10-9 —any failure in a standard clause may lead to catastrophic consequences including aircraft destruction and loss of life. Moreover, since airspace functions as a globally unified market without regional protectionism or graduated entry mechanisms, latecomer countries must meet, from the outset, the same rigorous safety standards as those long-established nations. These extreme constraints create a fundamental dilemma: latecomers must simultaneously conform to existing international standards for market acceptance while breaking through established frameworks to meet unique domestic needs. How to resolve this dilemma has become an urgent question for management research. This study selects AC313 helicopter—the world’s first to achieve full-domain plateau-plain airworthiness and obtain both domestic and international certification—as a representative case. Using a longitudinal case study method, we investigate the mechanisms underlying airworthiness standards innovation in latecomer countries. Key findings include: (1) To overcome the barrier nature of airworthiness standards, latecomers must build an adaptive innovation pathway driven by conventional scenarios, achieving proactive internalization of existing standards through “deconstructing standard principles-integrating resources across platforms-compliance verification,” thus laying the foundation for original breakthroughs. (2) To meet the scientific rigor of airworthiness standards, latecomers must build a breakthrough innovation pathway driven by special scenarios, constructing original standards through “forward design-integrating industry-university-research resources-feasibility verification,” thus providing technological support and expanded application domains. (3) An ambidexterity mechanism emerges between these two pathways: adaptation provides the scientific basis for breakthroughs, while breakthroughs expand the capability boundaries for adaptation. The two are organically unified, jointly enabling standards innovation in latecomer countries. This study offers theoretical guidance and practical insights for latecomers pursuing innovation in high-technology standards domains.
