地方政府可持续行动中的合作试点机制研究——一项模糊集定性比较分析

Research on Cooperative Pilot Mechanisms in Local Government Sustainable Actions: A Study Based on the fsQCA Method

摘要: 中央发起的政策试点是地方政府开展可持续行动的重要形式。当地方政府间合作逻辑被引入试点政策设计后,哪些组态会以“殊途同归”的方式促使地方政府在可持续行动中选择合作试点策略?本文以中国新能源汽车推广应用试点为研究场景,利用模糊集定性比较分析(fsQCA)方法探讨地方政府在可持续行动中选择合作试点策略的影响因素及生成路径。研究发现:第一,来自上级政府的合作引导与环境治理压力,地方政府基于合作伙伴搜寻和相互间信息沟通的成本考量,以及地方政府的财政能力与技术能力,会以“殊途同归”的方式促使其在可持续行动中选择合作试点策略;第二,地方政府合作试点存在搭便车型、谋发展型、压力型和就近型四条路径,体现了地方政府合作试点行为背后差异化的动机;第三,较低的合作伙伴搜寻成本是地方政府在可持续行动中选择合作试点策略的必要条件。

Abstract: In China’s pursuit of sustainable development, the policy pilot initiated by the central government is a crucial form for local governments to undertake sustainable actions. When the logic of cooperation among local governments is introduced into the design of pilot policies, what configurations will drive local governments to choose a cooperative pilot strategy in sustainable actions? Taking the pilot promotion and application of new energy vehicles in China as a case scenario, this paper utilizes Fuzzy Set Qualitative Comparative Analysis (fsQCA) to explore the influencing factors and pathways of local governments in choosing cooperative pilot strategies in sustainable actions. The research reveals the following findings: First, cooperation guidance and environmental governance pressure from higher-level governments, considerations of cooperation partner search costs and information communication costs, as well as the financial and technological capabilities of local governments, will converge to drive them to choose cooperative pilot strategies in sustainable actions. Second, there are four paths for local government to engage in cooperation pilots: free-rider type, development-oriented type, pressure-driven type, and proximity-driven type, reflecting the differentiated motivations of local governments. Third, lower cooperation partner search cost is a necessary condition for local governments to choose cooperative pilot strategies in sustainable actions.
