事故灾难区域性应急物流体系构成要素的甄别及作用关系模型研究

A Study on Regional Emergency Logistics System Elements Identification and Inter-element Interaction Model for Accident-type Disasters

摘要: 事故灾难的频繁发生使应急物流受到各国的广泛关注,因此对事故灾难区域性应急物流体系的研究至关重要,而甄别体系应具备的构成要素并探索各要素间的作用关系机理是解决该问题的前提和基础。本研究结合扎根理论思想,依托30个事故灾难案例,对原始资料进行三级编码,甄别出七类构成要素并确定各要素间的作用关系模型。研究结果表明,事故灾难区域性应急物流体系的构成要素包含“指挥布局”“政策监管”“处置善后”“整合协调”“创新发展”“应急预案”和“信息共享”。各要素间的作用关系模型由内驱动型、外引导型和中间连接型模块组成,其中“指挥布局”“政策监管”“处置善后”和“整合协调”要素是直接作用于体系的内驱动型构成要素;“创新发展”和“应急预案”要素是间接作用于体系的外引导型构成要素;“信息共享”要素是循环作用于体系的中间连接型构成要素。研究结果将丰富应急物流领域的理论研究成果,增强事故灾难区域性应急物流体系构建的理论依据,具有客观性、一般性、可借鉴性和实践意义。

Abstract: The frequent occurrence of accident-type disasters has caused widespread concern in emergency logistics of many countries. Therefore, the study on the regional emergency logistics system for accident-type disasters is very crucial. Identifying the component elements of the system and exploring the mechanism of interaction among various elements are the prerequisite and basis for solving this problem. Based on 30 accident-type disaster cases, the study uses grounded theory to carry out a three-level coding of the original data, identifies seven types of component elements and determines the interaction relationship model among them. The results prove that the component elements of the regional emergency logistics system for accident-type disasters include “command layout”, “policy supervision”, “aftermath disposal”, “integration and coordination”, “innovative development”, “contingency plan” and “information sharing”. The interaction model is composed of “internal drive”, “external guidance” and “intermediate connection” modules. “Command layout”, “policy supervision”, “aftermath disposal” and “integration and coordination” are the elements that directly act on “internal drive” module; “innovative development” and “contingency plan” are the elements that indirectly act on the “external guidance” module; “information sharing” is the element that cyclically acts on the “intermediate connection” module. The study will enrich the theoretical results in the field of emergency logistics and strengthen the theoretical basis for the construction of the regional emergency logistics system for accident-type disasters as the findings are objective, universally applicable and usable for reference and practice.
