港口危化品物流风险管理的WSR模型研究

The Port Logistics Risk Management of Hazardous Chemicals Based on WSR Model

摘要: 科学的风险管理方法对降低事故率及损失有重要意义。8·12天津港大爆炸事故引发了社会对港口危化品物流风险的极大关注。针对港口危化品物流中存在的风险,从物理-事理-人理三个层面深入分析,构建了港口危化品物流风险管理的WSR模型。选取我国10个重要的危化品吞吐港口,基于WSR风险管理模型进行了风险评价,结果表明,我国港口危化品物流风险较小的是上海港和宁波-舟山港,风险较大的是唐山港和天津港。最后,基于物理-事理-人理三个维度进行协同管理分析,刻画了港口危化品物流风险管理中物理、事理和人理相互影响的状态,为促进港口安全可持续发展提出建议。

Abstract: Scientific risk management method is of great significance in reducing accident rate and loss. The 8·12 explosion of Tianjin Port has aroused great concern about the risk of hazardous chemicals logistics in port. In view of the risks existing in port hazardous chemicals logistics, the WSR model of risk management of port hazardous chemicals logistics is constructed through in-depth analysis on Wuli, Shili and Renli. Based on WSR model, 10 important ports are selected for the risk assessment. The risk assessment results show that the less risky ports in hazardous chemicals logistics are Shanghai Port, Ningbo-Zhoushan Port and Dalian Port, and the more risky ports are Tangshan Port and Tianjin Port. Finally, based on WSR Model, we propose a collaborative management framework of the interaction of Wuli-Shili-Renli, and put forward some suggestions for the sustainable development of port security.
