摘要/Abstract

摘要： 网络舆情的影响日趋显现，如何治理网络舆情成为当务之急。网络舆情的治理具备复杂性、系统性与困难性，完善的网络舆情治理体系需要在系统方法论指导下建立。本文基于物理-事理-人理（Wuli-Shili-Renli，WSR）方法论，以我国政府20年间（1997—2018）的297份网络舆情治理政策为主要研究对象，围绕治理机制这个治理的核心问题进行了定量与定性结合的政策研究。本研究意在较为全面系统地分析中国网络舆情治理的机制与程序，以期为网络舆情治理提供参考。

Abstract: The influence of online public opinion has become increasingly apparent, and how to manage online public opinion has become more and more important. The governance of online public opinion is characterized by complexity, systematicity and difficulty. As a result, a complete network public opinion governance system needs to be established under the guidance of system methodology. Based on the Wuli-Shili-Renli (WSR) methodology, this paper conducts research with a combination of qualitative and quantitative on the core issue of governance mechanism with 297 policies of Chinese online public opinion governance during 20 years (1997－2018).This study intends to analyze the governance mechanism and governance procedures of China's online public opinion governance in a comprehensive and systematic way, in order to provide some reference for online public opinion governance.
